How to turn on another function using script?

So I'm doing Fast Scaffold for Vulcan AntiCheat, and I need to turn on the "Eagle" function.
How can I do it?

i do already have a fast scaffold but its not that fast (slower then sprint but faster then normal walking) and also the diag flags...
